Same way the Ray Sand went walkabouts. It is obvious.

Honest guv, it was still there when I passed it on Sunday. No I did not touch it. I went close to it, missed it by 10 metres. Don't think my wash made it move.

Looking at the photo of the beached buoy, it looks like a severely rusted chain that broke. Makes me wonder how many other buoys could be in a similar state.
