Does anyone know much about this in general, easy to understand terms? or point me to a good resource? The official website appears to be locked down to general browsers.

Basically I bought a mould on eBay to make small (12.5') mock clinker dinghies (row or outboard), I want to make one for myself because I think it will be a fun thing to do which I understand would be exempt if I keep it for at least five years, but quite a few friends are also interested; I assume that if I were to sell to a friend (or Jo Public) I would have to be RCD certified?

There are certain types of vessel excluded from the European RCD, including:
craft intended solely for racing;
canoes;
kayaks;
pedalos;
sailboards;
powered surfboards;
original, and individual replicas of, historical craft designed before 1950, built predominantly with the original materials;
experimental craft not subsequently put on the market;
craft built for own use, provided they are not sold for a period of five years from completion;
commercial and passenger vessels. (NOTE - a yacht chartered for recreational use is still a "recreational craft" and in scope of RCD, regardless of the fact that money has changed hands).
submersibles;
air cushion vehicles;
hydrofoils.

This would be in category D which can be self certified. The BMIF run ( or used to) workshops on RCD. If you are going to try and sell boats suggest you contact them for advice. Requirements for D are very basic but documentation may be OTT. Having been down that route (before RCD) its agreat way of working hard, possibly having fun, but definitely losing money!
