Not sure what you are getting at exactly.
Do you mean bribing some 14 year old boys to dive for them and pay them a dollar for each one recovered?

Make sure the sluices/gates on the lower gates don't leak. If they do, the boys may never resurface.

I presume the rope round the ankles is to attempt to avoid needing a fresh small child for each handle recovered?

Drag for them. I am sure you could come up with suitable drag paraphernalia to dredge the canal deeps. Apart from the small child suggestion all the rest of the ideas are far too much trouble.

Note: One uses someone else's small child.
