Rebedding sealant

Discovered proof of a suspected saling failure where a cleat bolts down at the weekend: a coule of gallons of water in the bilge and wet down the cabin side.

What's the right stuff to reseal it all, having removed the cleat to fix it down again? I assume Sikaflex or similar but just want to check before doing anything irrevocable.
 
I use HA6 from Bond It it's a silicone adhesive, temperature stable between -60 to +200C, doesn't shrink, unaffected by UV or salt water immersion and besdt of all costs a princely 2.98. Not sure where you live in Hampshire but I get from a cheapo shop in Bitterne
