Re-flagging under the Irish Registry

@AllWinds It was on the UK SSR when I bought it and as far as I remember I did a transfer of ownership and kept it on the SSR while I was going through the process in Ireland - SSR wasn't as strict then so it was easier for a Paddy to take liberties.
My initial contact in Ireland was with the Mercantile Marine Office and I found them extremely helpful - most of my communication was email because I'm in Türkiye. Here's their website with contacts etc

I might throw the question at the MMO. The Ships Registry offices of the Revenue Commissioners have said it's not possible at all and it seems Pandos friend (above) also met a brick wall. If you got away with just five years and were not coming from a Title registry then maybe that offers some hope.

I'm also living outside the EU so I'd be in a similar situation to you going through the registration process.

MMO is definitely the first point of contact and you'll deal with them and the Department of Transport before you deal with Revenue.
 
Here's the guidance. At the end of page 6 is the relevant section that I think means back to the original owner.

if it was on a previous title registry maybe that suffices. (On the basis that that registry will have gone back to the original owner or previous title registries which did.

Revenue seems to be the end of the line but that is the first time that you get asked for any paperwork.

Mercantile office are very good to deal with, I had the survey and the name all sorted very easily...just have to deal with revenue now...

That seems pretty clear. Only transfers from another title register or the builders Certificate and subsequent BoS. UK part 1 is more realistic and only looks for evidence of unchallenged title going back 5 years and 2 changes of ownership for example.

Your folks are making life difficult for their citizens who own older boats.
