I have just bought a 30 year old boat and the Marine Ply in the Wheelhouse is lifting as the outer ply is weatherbeeten.
I thought perhaps of just screwing an extra layer of new wood directly on top.
I notice that in some boats they have a nice light (Cherry Wood ?) timber finish. Could I buy this.
What would you stick on top of the existing.
 
Surely if the existing plywood is delaminating (which is what it sounds like), you'll have to remove the existing ply and replace it. Otherwise, you're jusr storing trouble for later. It sounds like the existing ply is probably still solid enough to allow it to be used as a template for the replacement.
 
You will need to replace the panel with a new sheet of Marine Ply. If not you will just trap the rot on the inside of the new panel. If you want a wood grained finish there are two choices. Either use real wood(solid or veneer) then sand and varnish until you get the effect you want or use the Scumble method used by fishermen on metal wheel houses.
I would not think that cheap man made veneers as used in kitchens etc would stand up to marine use.
 
make sure you wear gloves and have some acetone handy as you will be permanently fixed to the boat as well :). Be well prepared and make sure you clean your hand afterwards as it will take some time to wear off naturally. Use disposable equipment as it will all be rubbish after.
