I know this is a bit of a long shot but does anyone have an image or PDF with the original RL70C mounting template? I need it to make a bezel for a newer plotter.

Best my googling can find is these, from the product manual PDF that I found on manualslib.com:

If you download the bare images using the URLs below you should find them quite high resolution (particularly the latter) and you might be able to scale them close enough to get a good fit?
