Raw Water Temperature From Heat Ex Outlet

I noticed the exhaust was steamy when motoring down the Sound of Mull recently. The waste water was 38 degrees C at the heat exchanger outlet. Is this high?
Cleaning the system seems to have helped but I'm still seeing a puff if steam at higher revs and paranoia has set in leaving me questioning if the water exhaust outflow is slightly lower than it used to be.

Engine Volvo D1-20.
Impeller was OK but replaced anyway.
Exhaust elbow removed and water inlet and exhaust cleaned of mild scaling and rust as a precaution.
Engine temperature is steady as usual at 92degC, the manual says the thermostat opens at 92'C. Steam noticeable at 2K RPM but less so at lower speed.

When first noticed, clouds were very low, air temp low and there was hardly a breath of wind so it's possibly just a temperature and humidity effect but is concerning.

Sea water strainer is clear and blowing through the hoses is mostly OK, the resistance blowing through the Hx starts low and increases before bubbling in the mixer/ muffler is heard.

I've put a slug of limescale remover into the Hx inlet but it probably drained away. I need to remove the Hx core to clean or set up a recirculating system to pump cleaner through for a while.

Any thoughts?
