The MAIB may well have no interest in investigating that incident. There's not much to learn from it, except don't sail under the bows of big ships, which the vast majority of people are already aware is a really bad idea.

Isn't the learning from that incident that the Racing Yacht had right of way because he was racing and the tanker should have got out of the way. Just need the varvassi wreck to also understand the new rules (and a few rocks, sandbanks, inconvenient land masses) and Cowes Week could be transformed!!!!!!
 
No, no no! You can't just change the rules like that! Nothing, but nothing, has priority over an X dingh... sorry... X boat or ever will. Everyone knows that. Especially X drivers.
 
I do not have direct knowladge of MAIB. I expect it is simmilar to NTSB or TSB which I do some understanding off.

The MAIB will be investgating and will report. It is a colision involving a comercial vessel.
The process.
The MAIB has prority but may not be only agencu to investigate.
The MAIB does not find blame. The MAIB investigates, Makes findings of Fact or draws logical conclusion if fact cannot be determined.
Makes recomendations bassed on the facts or concusions found. In order to learn from the event and prevent reoccurance.
The reoprt is written by lead investigator with imput from his team of ivestigators plus information which may have been drawn from technical experts.
After the peliminary report is written it is sent to his or her bosses and legal experts for review.
The review will specificaly look for any thing which looks like blame and send it back for ammendment.
The peliminary report after review by MAIB. will then be sent to the interested parties and there lawyers for review.
They will go over it word by word and iff they think it points blame or casts aspertion on thier client they will chalenge the wording and request ammendment. This may happen several times before it is finalised.
The final report will be sent to the interested parties just prior to being made public. Usualy 24hr prior.
The review procces is a confidential procces and it is an offence to reveal.

This one will have lots of interested parties. just guessing a few.
The shipping company.
The Race organiser (RYA?)
The Politage authourity.
The Port.
The Pilot, his union and his lawyers.
The Capt, his union and his Lawyers.
The OOW his union and his lawyers
The Skipper. his lawyer
The helmsman.
The crew.
All the insurance companies. they will also conduct investigations.

On occasion if no serious injury or death. MAIB may investigate but defere report to a company or port internal investigation report if MAIB thinks it adequatly deals with findings and recomendations. unlikly in a collision. but it is possible they may have done so if there were no injuries and the varios parties took sufficient action to prevent reocurance the MAIB decided it did not need to report.

some times this can take a while.
