I've got a cotter pin that needs to be undone a lot and it drives me mad.

I want something "quick release" like this, in SS that goes into a 2mm 1mm hole.

Ideally I'd like to collect it from a local chandlery.

A paper clip would work, but that feels a bodge too far.

It's for a Laser Kicker if that helps.

An R clip, which can be bought locally from your nearest branch of Force4, was my first thought but at about 2" long may not be suitable.

Would a split ring be suitable or not quick enough ?

Google for quick release detente pins or speed pins. They have a spring loaded ball one end and a ring other end. Dinghies use them for shrouds.
Avoid anything with sharp edges on a Laser.
 
The device that you provide (in your photo) is used in the commercial fishing industry. I don't know what they are used for whether they come in small or larger sizes -

but

widen your search.

The sea is not only marine leisure but marine commercial

I have one of the things in your photo but never found a use for it. I lack lateral thinking. :(

I was thinking paper clip, but now you mention it a smallish medical safety pin would be stainless steel and do the job perfectly. I'll file the point flat to protect my delicate hands.

If nobody comes up with a pukka solution I'll go with that.
 
A quick release pin that fits into a 2mm hole may be difficult to find as the quick release mechanism will not be small enough at that size. "Nappy Pins" in your OP are not recommended for dynamic conditions as they are long and have an increased risk of catching and pulling free, but this may be a low risk on a Laser.

I think the R Clip would be the best solution. Buy a few of them as they tend to lose their tenacity with frequent use and are very low cost, available in stainless as well.

I think I was a bit generous with the 2mm. That would be trolley wheel size, this is way smaller. I can't find an R clip of suitable size.

Nappy pin would be conspicuously large, and attract ribbing from my fellow sailors, but a smaller equivalent in SS would be perfect. YBW triumphs once again.

I have a reel of welding rod (1mm) .... I make small locking pins same design as OP shows for various things around ...

The reel was given me by a pal who is Director of a Metal Fabrication factory .... I wanted a small amount for control rods on models ... he gave me a part used reel .. with about 200m on it !!
 
We used to use those things on bolt type anchor shackles in the diving industry. If I remember rightly, they had a jig and made them on demand from welding rods. Probably banned by health and safety but they only had to get the load from the surface to the bottom
