Quarantine?

How close inshore will sailors be expected to stay, to eliminate being considered to have gone 'foreign' & expected to stay 14 days in quarantine?

British territorial waters are about 12 miles offshore. However, if the law is to be interpreted by anyone not connected with sailing or by the media, then going for a paddle with rolled up trouser legs is probably enough.
