Purchase of licenced boat

The seller has a duty to inform the EA of the change of ownership by completing the form on the original document and returning the existing plate. The EA will then issue a new registration plate to the new owner for the rest of the current year:
Change of ownership
If you sell your boat, it is your responsibility to notify us of the change of ownership in writing. You must provide us with the name and address of the person to whom ownership has transferred.
Until you do so, you remain the legal owner of the boat and are therefore responsible for it. This means you are still responsible for registering it and paying any charges due
If the seller did not do this I would suggest that the buyer inform the EA of the change of ownership. The seller cannot get a refund and the new owner will get the benefit of the registration already paid until the end of the current period.
