Yes, I know nyloc nuts are metal. I think the table referred to was for all-metal nuts, i.e. with a metal locking element. These might have a different torque to nyloc.
 
Marginal. The main thing that affects the tightening torque are the materials (nut and bolt) and any lubrication.

The additional tightening torque can be measured when tightening the nut onto the thread before the nut starts to clamp up tight.

I did some design work some years ago on pre tensioned structured and had to calculated the tightening torque to tension the structure to the required tension/compression requirements.
