Procedure for sharing a bouy

Presume you need to tie them together at the bottom too?

Correct. In fact that picture isn't the best example, as I usually lash the inner two (blue) together as a pair top and bottom before adding the third (white), also secured top and bottom. The result is a solid unit that can be treated as a single large fender.

Can you still buy those fenders that are like an Avon dinghy thwart in a canvas sack?

Yes, but the prices are insane as they seem to be mostly marketed at superyachts. I made one for Kindred Spirit using an inflatable dinghy roller (the sort of thing you'd drag a Wayfarer up a beach with, available from Force 4) and a slice of old sail. On Ariam I'll stick with the home-made yokos.

Is that on Hoedic?

Yes it's the buoys at Hoedic

The pilot book says "boats moor to single buoys en marguerite", daisy style.

Port Tudy in Groix can be very packed too, though buoys are fore and aft; no current inside the port but the propeller wash from the leaving ferry occasionally pushes the boat packs all over the place, especially at LW.
