Problem with 2000 Tohatsu 90hp M90A

I recently purchased a boat and motor, the control "shifter" cable was bad. The boat started fine while in drive. The boat ran like a charm for about 20 minutes at full throttle, and then all of a sudden it lost about 70-80% of power where it then finaly shut off. About 10 minutes later the engine started while choked, i then immediately pushed the choke down and engaged the throttle to supplement the gas flow to where it then only ran on about 20% of power for about 15 minutes. The engine would only then start back up on choke where it then shut off. When the engine shut down it sounded like it locked hard. I attempted to start the engine again where it sounded like it was under a strain while attempting to roll over, i then trailered the boat. Once out of the water i rotated the prop about 180 degrees to where the engine attempted to start but the flywheel only made about 2 full rotations before locking down under a strain again where it repeated this.
