If I use sikka 291 will I get it apart again ?
will screw it down

needs to be waterproof to flooding 20cm

spray one side with silicone ?
If I am assuming right you are putting 291 onto something then screwing it down to the hiull , and then when you want to remove said object by unscrewing it , can you pull object off,
In my experience with sikaflex291 is it is hardy stuff and a sharp chisel , Stanley to cut around it is needed , it is strong stuff

I have used neoprene foam to fit cover plates onto the side of HDPE mooring finger floats which are easy removable.

You could use sikaflex 291 but you will need mechanical fixing to hold the cover on

yes will screw the cover on, 291 does not stick as well as 292 by the looks of it

neoprene foam is going to be water tight, i'd be concerned about the ends of the strips butting up, rectangular cover

Just ensure that the section of foam strip is slightly longer than the gap and but it up closly.

I have used this on both water and diesel tanks without leaks.

I have also used this technique with on deck fittings deck hatches and sealing windows to the cabin sides.
