I was there Tuesday morning all the liveaboards were issued with over stay mooring fines to a great state of amusement to the residents and they tell me they’re not worth the paper they printed on as nobody takes any notice and the fines are never followed up .

I don't think that Spelthorne council has a byelaw covering it. Yet.
The slum boat man has exposed councils as having not having enough teeth so some of them have applied for byelaws.
I expect it will happen all the way up the River bit by bit.
To cut a long story short local authorities are "legal persons" not "natural persons".

Just came down to Hampton Court with the targa. They are on their way back to Cherry Tree.
Chaos at Lady Lyndsies last night .Very noisy music / generators and alcohol.
Moved about 9 to get some peace.
Lots of chavs with speedboats.
One prat out of Penton Hook frightened the life out of the grandkids.
