Depends what they are. The Met police boats on Thames in London are Botnia Targas which can do over 40+knts

It's pretty quick as boats go, not many will go that fast, very few will go faster.
Most of the cruisers you see out in the Solent would have top speeds of 30ish knts max with clean bottoms

but they'd have some ribs in portsmouth, with those nice chaps with black balaclavas, who'd catch him in minutes. They carry machine guns too!

He's only got 12 miles to do and they'll all capsize at the bridge anyway .. whits the golf courses in Morocco like anyway?

When did he leave and have the rozzers been notified yet. The ribs won't have any problems at the bridge.

I'm sure there's the odd golf course in Morocco that is playable

Depends on what they are after. There is a principal of hot pursuit which enables boats/aircraft all ready in pursuit whilst in the territorial limit to continue until capture or entering other territorial waters.
