Following a long search of the NHS website I've established that the operation to remove your left eye and have your right leg amputated below the knee is available on the NHS (Note: removal of right eye and amputation of left leg is excluded however). Waiting times vary by region with the shortest current waiting list being Sandwell in the West Midlands.

However, the supply of a suitable eye patch and genuine hand turned wooden leg is NOT covered by the NHS. Apparently you have to bring along your own eye patch and wooden leg prior to the operation in order to qualify for NHS funding.

Rumors of a new EU directive requiring all piratical wooden legs to bear the EU "stars" symbol have been denied, though I understand that they must carry the CE mark and pass the appropriate flotation tests.

Those intending to engage in piratical activities withing other member states of the EU are entitled to similar operations in member states on production of the E111 from.

To swash is to strike someone or something heavily. Therefore if you strike someone heavily with a buckle...? Or strike a buckle heavily...? Or buckle up something used to strike something or someone heavily...?

So could it come from the Errol Flynn school of piracy in which the sword belt (the sword being that weapon which is used to swash things) is worn rather fetchingly over one shoulder, with a very prominent buckle positioned mid breastbone? On the other hand, maybe not

In which case, if they were swashbuckling in that sense ( we're big, we're strong, and we're going to marmelise you) it comes close to the dictionary definition of swashbuckling:- swaggering (bully or ruffian).
