Richard, there are issues relating to renewal which we will hammer away at but the renewal has proved to be no problems for most - some though being caught by the lack of ICC (which ironically Greece does not recognise in Law!)
What I am concerned about is the use of this framework for the Cruising tax - especially those paying monthly. Under present arrangements the paymnet system used so far will be used on a monthly basis - with the month supposedly running from 1st to 30th. Imaging the quesues at Port Police on the 1st day. Also imagine every one wanting to be slipped on 1st, and hauled on the 30th. Lost to think of here - but we hope it wont happen....
We are leaving Turkey this year and signing in next week to Symi - hope it all goes well....
