I have used PVC conduit with a piece of aluminum tube pushed inside to stiffen the conduit up a bit.

I have also used this to support the cover on my dingy to help shed any water (rain) that falls on the cover

This would not make a great patterning material as it can be stretched. Ideally you need something that can be pulled tight to make the pattern but that will retain shape, hence lots of us (and the pro's) using something with reinforcement in it.

Yes, I am in the middle of making my own sprayhood and used this with success. Quite strong. And cheap.
