Is it possible? Picked up a well used naval pipe at a boat jumble. It does look a bit scruffy, hence the idea. Not a matter of polishing either as someone used it as test bed for his new hacksaw. I could live with it though and if it's not really worth the trouble I'd rather forget about it.
 
you need a good key for the paint. abrade with rough emery paper and then use an etching primer. paint over that.
 
Yes, I fully agree with the Hammerite special metal etch primer followed by Smoothrite. I made an adapter plate to mate my radar scanner with a stern pole from half-hard 4 mm aluminium plate. I did the above and it remains pristine after 5 - 6 years.
