Hammerite special metals primer.
Hammerite Smooth finish.
Looks reasonable after 8 years +
Obviously will scratch and wear, but easily retouched.

I suggest Pantone 12-2906. And perhaps a couple of LED floodlights to make sure everyone can see you coming....

My pal did it with etch primer followed by two pack epoxy. It was quite a job and materials expensive. It looks OK from a distance.

If you're actually looking for a REAL answer, Hammerite isn't fit to paint indoor bogroll holders, they changed the recipe a long time ago; I tried it on my originally galvanised mild steel keelplate, and I might as well have used toothpaste - useless.
I have tried EVERY steel and alloy treatment going, I trained in engineering and much later temped at a chandlery so tried all the stuff while I had a staff discount...VC Tar, Galvafroid, Rust Converter, Blakes Steel Treatment, even 709 epoxy - which was a mistake as any crack trapped salt water beside the metal...
THEN I discovered Dulux Metalshield; don't laugh at ' Dulux', this is industrial stuff.
It's one part, but requires the special Metalshield one part primer, which needs to go on bare metal - it pickles on old antifoul - by far the only stuff which looks the same at the end of the season; on the first lift out after using it I and my dad both said ' wow ! '
Anyway I doubt even your mast is antifouled; I used it on the 22' alloy tracks my rubbing strakes go onto, they were beginning to corrode and I could virtually see and hear them saying ' aaaah ' as if relaxing in a hot bubble bath, when I coated the tracks in the garage.
They're literally better than new now, metalshield is IMO the only stuff for good honest seafaring folk. And me.
It seems to come mainly in white now, which I'd think suits masts - seriously this is to paint what Anderson 22's are to 22' lift keel boats, it's brilliant.
