Paint for Internal Fibreglass Ceiling?

The fibreglass ceiling of the forecabin of my 23 ft sloop is shedding tiny particles like dandruff. Obviously not healthy or desirable for anyone sleeping there. There is no gel coat. Nor is it a plain matt and epoxy that you see. It is a sort of coarse speckled finish.

Am I right to assume that paint is the answer and it can for example be just a domestic matt vinyl interior paint?
 
Another vote for Zinsser paints, I have used their BIN primer which is shellac based and will adhere well to hard, shiny surfaces (even varnished wood) very well, dries super quick, I then painted over that with bathroom paint. By the sounds of it yours needs a good wire brushing/sanding before you paint...
 
I'm not knocking what anyone else has said

The Sales person at our hardware chain said when I asked for a paint suitable for fiberglass "You can use this Rust Guard epoxy paint or you can use the same paint from our Marine Section at treble the price":rolleyes:
