Does anyone know where I can rent an outboard (2-4hp) for two weeks in the summer near the south coast?

Given the risk..
.. of it being returned immersed, but well cleaned up, I think you will struggle. You would need a deposit for it's value anyway.
Why not just buy one off e-bay or boatsandoutboards, and sell it afterwards.
