Hello, among several quotes, I have one which proposes using chlorinated rubber paint instead of epoxy primer. It's the first time I've heard of this method? Has anyone any experience of this method?

Ha ha ...... Chlorinated Rubber paint is what was used to paint walls of metal swimming pools .... ships decks ..... etc. Relatively hard wearing ...

After Osmosis treatment I assume ? That's a new one on me and I surveyed / monitored many Ossie jobs in the heyday ...
 
We used to use chlorinated rubber paint to protect the cut edges of steel samples in a salt spray cabinet. I have used it as a temporary measure on my keel when large flakes of rust beneath my Coppercoat fell off. But I cannot see it being applicable in this instance. I put 5 coats of Gelshield 200 on my hull, seemingly highly effective.
