The site above says that 0.004 mg/litre is toxic to a shellfish.
That is the 1 litre of PM diluted into 18,750 litres of water.
So it isn't a trivial pollutant.
I'm not sure what point you're trying to make. 18750 litres of water is nothing, it's about half of what's in my pool at home. In any marine environment, especially with a current, the danger to marine life is negligible.
