There are no websites for freebie charts within UKHO waters, cause all charts are derived from their data and they are fast to jump on anybody infringing their copyright. Same for tide calculators around our coast.
USA take the view that the public paid taxes for chart data to be collected so should not have to pay twice (very enlightened) /forums/images/icons/smile.gif

If coming Pacific way NZ charts are available free as TIFF scanned files off the internet at http://www.hydro.linz.govt.nz/ (but not maintained corrected).

Otherwise the whole set is available for around the equivalent of GBP20 on CD (cost is cost of distribution only) and that includes large scale charts for a number of Pacific Islands plus small scale charts for the whole of the Pacific - you need an ECS capable of using official raster charts though. Like USA the hydrographic database is regarded as public information here in NZ.
