On board overnighting.

I refer to the latest RYA Cruising News that refers to the latest government guidance on use of cruising boats, sail or power. Towards the latter part of this section of the News is a very clear paragraph that states that staying over night on board is NOT currently in line with government guidance.
I have a feeling that some members may wish to be aware of this.

Some might have the temerity to suggest, as with many other things, that this is already being ignored wholesale .
Personally am waiting for this missive to be relaxed before venturing forth .
Feel boaters have been caught up increasingly futile attempts to prevent second home owners spreading the lurgy from the cities into the the shires.
Still if its OK for Dominic its must be OK for the rest of us, might check my eyesight in th near future. :)

As soon as that overnight restriction is eased and the marinas are open, have got at least upwards of 10 RCC boats just waiting to go somewhere , anywhere in fact. Probably quite a few more !
OK for the retired of course, the workers will not have the time or money and have got to get back to work.

Cruises cancelled this year..
East Coast Marinas.
Burnham and Tichmarsh.
Dunkerque.
Ramsgit
Conyer
West India Dock.
St Kats.
The Thames.
The Solent and Channel Isles.
France.

Just waiting for the OK to go.
 
Unfortunately the amended regulations published today are very specific:
“6.—(1) No person may, without reasonable excuse, stay overnight at any place other than the place where they are living.
(2) For the purposes of paragraph (1), the circumstances in which a person (“P”) has a reasonable excuse include cases where—
(a)P needs to stay elsewhere to attend a funeral, as—
(i)a member of the deceased person’s household,
(ii)a close family member of the deceased person, or
(iii)if no-one within paragraph (i) or (ii) is attending, a friend of the deceased person;
(b)P is an elite athlete, a coach of an elite athlete, or (in the case of an elite athlete who is under the age of 18), a parent of the elite athlete, and needs to stay elsewhere for the purposes of training or competition;
(c)P needs to stay elsewhere while moving house;
(d)it is reasonably necessary for P to stay elsewhere—
(i)for work purposes, or for the provision of voluntary or charitable services;
(ii)to provide care or assistance to a vulnerable person, including relevant personal care within the meaning of paragraph 7(3B) of Schedule 4 to the Safeguarding of Vulnerable Groups Act 2006(3);
(iii)to provide emergency assistance;
(iv)to avoid injury or illness, or to escape a risk of harm;
(v)to obtain medical assistance;
(e)P needs to stay elsewhere to fulfil a legal obligation or participate in legal proceedings;
(f)P is a child that does not live in the same household as their parents, or one of their parents, and the overnight stay is necessary to continue existing arrangements for access to, and contact between, parents and children;
(g)P is unable to return to the place where P lives, because—
(i)it is not safe for P to live there,
(ii)P may not lawfully travel there, or is required by law to stay in another place, or
(iii)the place where P is living is not available to P for any other reason.
(3) Paragraph (1) does not apply to any person who is homeless.
(4) For the purposes of paragraph (1), the place where a person is living includes the premises where they live together with any garden, yard, passage, stair, garage, outhouse or other appurtenance of such premises.”.

We were due to start our 2 week cruise from 27th June, but that won’t be possible because we can’t overnight. We can to go the following week (4th July), but after that because of work for both off us, that would be our cut off date.
So we are really hoping that lock down restrictions are lifted to allow overnighting by 4th July. If we do go then, we do realise that it will be a very different cruise to previous years - no pubs, restaurants and also things like maybe avoiding some popular mooring spots to avoid large crowds (like the parks at Henley).

but just think about the money you will save by not eating out and a chance for your significant other to brush up her cooking in a confined space skills and washing up in tepid water in a totally impractical sink. :)
 
Think it will be me doing BBQ’s every day. To be honest I won’t care, it will be great just to have a change of scenery.
It will mean we might have to plan more in advance and try and stock up on as many supplies as possible before we leave. So used to things like just nipping into Waitrose at Wallingford to grab a few things like bags off ice and a newspaper - now that will probably involve standing in a large queue just to get in. We had some moorings pre booked at some of the locks, so they will need re booking if they are still available.
 
It is very surreal on the River with none of the pubs being open. I don't go to them but am used to seeing lots of people on nice weekends.

The one above Whitchurch lock was boarded up like it was abandoned. I wonder how many of these places will close and be turned into apartments.
 
The other useful thing about pubs along the river, are they have toilet facilities available, which mean you don’t fill up your holding tank so quickly!
I’m hoping that pump out facilities are working and allowed to be used along the river. I haven’t checked but are all the water points open and available or are there restrictions on them due to Covid 19?

Pub companies are already serving Landlord & Tenant Act S.25 notices to quit so they can sell the pubs for alternate development. Sad days for the pub business.

Water points and pumpout stations have always been open to cater for those living on boats without home moorings.

As far as I know none of that sort of EA provided service was ever closed in the River during the lockdown.
 
Now (as it has been for some time) the river conditions web page states that you have to make an appointment BY EMAIL to use the pumpout equipment.
Happy ring ahead - but to lug a laptop around with you......
