Theres a product in the car refinishing trade called Panel Wipe. Takes off old polish and silicons. Have a look thru the yellow pages for a supplier near you. I get a lot of stuff from L.E Wents. Most are happy to supply to the public the odd thing or two.

I asked a guy who was doing an "Autoglym" demonstration what was the best way to remove all the old layers of wax and he said they use the glass cleaner "Fast Glass". I tried it and it works. Quick spray, gentle wipe, back to bare paint. On gelcoat I would try a small area first.

Or Truckclean or TFR. Needs diluting as its too powerful neat. Use it on the boat if its been under trees for any lenght of time. Comes up a treat with no polish left at all.
