We're becoming a bit of a flotilla during our travels and have joined a US flagged boat as well as others. We generally use our VHF's DSC functions to call and position request each other.
This works with most of us, but the US boat doesn't seem to quite work. They have a US sourced Icom M604, however this has been set to the International channels.
The problem is he doesn't seem to receive any DSC transmissions. When he sends a request to one of us, we receive the request, however he won't receive any reply or acknowledgement from us. If we send him a request, he never receives it.

I don't know if this is a problem with his set being from the US, whether there is a technical problem with his set, or whether a setting needs to be adjusted.

Any thoughts?

Sounds like the special channel 70 receiver may not be working. The manual is here in case you need a copy.

Have you tried an all ships or other calls to test it ? He may not even hear emergency calls.
