UKHO Permanent/Temporary/Preliminary Notices

1. ENGLAND - South East Coast - Depths. -
Five reductions of depth in the Outer Harbour of Ramsgate. The outer harbour is gradually silting I guess but there is 2.5m CD minimum. The image includes two earlier reductions of depth reported vide NtM 2479 this year. Image can be found at: Notices to Mariners
2. ENGLAND - East Coast - Legend. -
This notice is reporting ‘works in progress 2022 to 2023' at Brewery Wharf in Deptford Creek.
3. NETHERLANDS - Buoyage. Beacon. Light. - An adjustment of ATON at the Westgat channel (Approaches to Roompot): new PHB established in lieu of a lit beacon, the beacon is downgraded to just a beacon and a slight move south of the north cardinal buoy that ‘pairs’ the new PHB.

1. CHRISTMAS DRINK & DRUGS AWARENESS CAMPAIGN -
As we approach the Christmas Season, the Port of London Authority (PLA) and the Metropolitan Police’s Marine Policing Unit will once again be supporting the Metropolitan Police Service annual ‘Christmas Drink – Drive’ campaign. This high-profile campaign highlights the dangers of driving whilst under the influence of drink or drugs – this message applies equally to the river as well as the roads, as the safety of vessels, passengers and crews is of paramount importance. The Marine Policing Unit, in partnership with the PLA, will be supporting this campaign by raising awareness among River Thames users and in respect of commercial vessels will be exercising their powers under the Railways and Transport Safety Act 2003.
Under the Railways and Transport Safety Act 2003, the master and crew members of a commercial vessel can be requested to take a breath test. A positive result or refusing to take a test would initiate legal proceedings. Offenders are liable to Fines or Imprisonment, as is the case for road users. In addition, the Maritime and Coastguard Agency may revoke a Boatmaster’s Licence upon conviction.
Additionally, for non-commercial vessels, under PLA River Byelaw 9, the master of a vessel shall not navigate the vessel when unfit by reason of drink or drugs. If the Harbour Master has reasonable cause to suspect that the master of a vessel has drugs or alcohol in their body which may impair their fitness to navigate, the master will be directed to a berth until fit to navigate or until a suitable replacement master is in place. Failure to comply will result in enforcement action being taken.
If you have concerns about crew members who might be under the influence of drink or drugs, please contact the Police immediately. This can be done confidentially and anonymously via Crimestoppers on 0800 555 111, or via secure online form through www.crimestoppers-uk.org*. In urgent cases please call 999. If you see any potential criminal or suspicious activity at marinas, moorings or on the water, please report it to Project Kraken either online or by calling 101.
Alternatively, you can alert the PLA at London VTS on 020 3260 7711 for the upper reaches (Teddington Lock to Crayfordness) and 01474 562 215 for the lower reaches (Crayfordness to the Outer Port Limits).
The Marine Policing Unit and the PLA will be highlighting this campaign with educational visits to marinas and commercial operators throughout the port in the build up to and throughout the festive season.
2. Lowestoft Harbour and Approaches – Dredging Activity - dredging activities scheduled for Lowestoft as follows: -
• Vessel UKD ORCA – From 9th December. Duration of works: approx. 4 days. Working Hours: 24hr.
• Vessel UKD Seahorse – From 12th December. Expected duration of works: approx. 4 days. Working hours: 0700-1900hrs daily.
The dredgers will work both Inner and Outer Harbour Areas, also in Lowestoft Approach Channel. They will display lights and shapes for dredging activities as prescribed in the International Regulations for Preventing Collisions at Sea.
The vessels will maintain a listening watch on VHF Ch 14. Vessel movements will be co-ordinated via Lowestoft Port Control. Please contact Lowestoft Port Control – VHF Ch14, Tel. 01502 572286 (Option 3), if further information is required.
3. Peel Ports Medway Consultation - Chatham Waterfront RIB Experience - the Medway Marine operations department has received an application from a local operator who would like to run short RIB river experience trips from Sun Pier in Chatham. To assist the port with making it’s decision to allow or deny this activity we are opening a 30 day period of consultation. The consultation window will be open from 1st December 2022 until 30th December 2022, anybody wishing to make a comment should respond before the closing date by e-mailing the following: AllMedwayMarineManagers@peelports.com. 4. River Crouch - Eco Reef Trial – River Crouch - INFORMATION - the following buoy and associated sunken Eco Reef in approximate position, 51° 39.827 N 01° 01.556E have been permanently discontinued and removed. Notice to Mariners 36 of 2021 is hereby cancelled. Image can be found in the local list on the above quoted web page.
5. London Array Offshore Wind Farm (Outer Thames Estuary) - Jack Up Operations (Wind Pioneer) - the Jack-up Vessel “Wind Pioneer” accompanied by a support vessel on behalf of London Array Ltd, will be on site approximately from 16/12/2022 to carry out heavy lift operations at E17, H19 and M17 for up to 10 days (weather dependant.) Vessel: Wind Pioneer has a length of 56.03m and breadth of 28.0m. (Image on the Local List). Equipment will be periodically deployed and suspended from the vessel crane during jack up operations.
Planned Locations and Restricted Access Zones - location to be attended:
E17 - 51° 37.953'N 001° 26.757'E
H19 - 51° 39.626'N 001° 27.631'E
M17 - 51° 41.212'N 001° 31.320'E
A 500m radius restricted zone will be in place, centred on the Wind Pioneer whilst pinned on location. If access is required to this zone for non-project vessel traffic, authorisation must be requested from the vessel master.

Only Turbine E17 is close to Foulger's Gat and it is NOT actually adjacent to the Gat so this shouldn't hinder leisure craft, except of course while manoeuvring. I have attached a CTTE image showing the locations of the three turbines. Find it in the Local List as above.
