LIMEHOUSE REACH - TEMPORARY BOOM LIMEKILN DOCK - On or about Thursday 9th June 2022, the Port of London Authority will be conducting works on the river walls at the entrance of Limekiln Dock in Limehouse Reach. Works will be undertaken by a PLA DRIFTWOOD vessel over the high-water period. During these works a proceed with caution or at slow speed will be made in accordance with the procedure set out in the Port of London Authority’s Port Information Guide, under ‘London VTS’, ‘Section 4’. Towards the end of June 2022, a temporary debris boom will be installed across the entrance of Limekiln Dock and will remain in place until further notice. The PLA DRIFTWOOD when on station will maintain a listening watch on VHF Channel 14. Further details will be broadcast by London VTS on VHF Channel 14, as required.
2. Harwich Haven Channel Deepening Project: Boulder Removal Operations: From around 4 June 2022, the tug Kingfisher will commence boulder fishing operations in the Deep-Water Channel. The tug (details below) will be fitted with a heavy wire and chain fishing net for these operations. The dredging contractor is the Van Oord / Boskalis Westminster Joint Venture appointed by Harwich Haven Authority to carry out the Harwich Haven Channel Deepening Project. The work areas are sections of the Deep-Water Channel known as area B, C and D covering the whole width of the main channel and running from No 1 & 2 Buoys to the Fort Buoy. (See sketch HHA: D/C/B. in the Local List on: Notices to Mariners The tug will carry out boulder removal operations over 24 hrs per day, by pulling the net along the seabed immediately behind the tug, running East-West along the channel. Lights and shapes as required by Collision Regulations will be exhibited and a listening watch on VHF Channel 71 will be maintained throughout. All vessels may be subject to Harwich VTS Traffic Organisation. Given the increased frequency of vessel movements and dredging operations mariners are reminded
of the importance of regulated vessel reporting requirements and necessity to maintain a good lookout ahead and astern. Detailed vessel movements can be obtained from Harwich VTS on VHF channel 71.
3. PORT OF GREAT YARMOUTH - Diving Operations at Great Yarmouth Power Station River Intake - survey and maintenance works will be conducted on the power station river intakes between berths 5C and 6 (Port Marks 91 – 96) within the Great Yarmouth River Port between Monday 13th June and Friday 1st July 2022. The works will include underwater diving operations undertaken by Red7 Inshore Diving Ltd between the hours of 0700 hours and 1800 hours daily. Divers will be working from the quay face and within the power station intakes using underwater tools and equipment. The International Code flag ‘A’ will be exhibited when dive operations are taking place and red flags will be exhibited marking the extremities of the works. Masters must obtain information from Yarmouth Radio on VHF Channel 12 before approaching or departing from these berths and before any movement or operation of engines or thrusters close to or adjacent to these berths.
Masters are advised to exercise extreme caution when approaching or passing the dive site, to keep well clear of the works area and to pass at the slowest safe manoeuvring speed. Swinging of vessels will not be permitted anywhere within the works area mentioned above. Public Information from Norfolk County Council: Haven Bridge, Great Yarmouth – Upgrade Programme Update - The major mechanical and electrical upgrade of the 92-year-old Haven Bridge is ongoing with a number of key milestones in the complex upgrade now completed including the building and factory testing of the bespoke control system for the lifting bridge. Until the essential project is complete the bridge will not be able to lift for river traffic, however the road over the bridge remains open to vehicles and pedestrians as normal. We are working closely with all the specialist contractors involved in the project and the whole supply chain, to bring the bridge back into normal operation as soon as possible. However, there have been a number of significant delays due to several factors throughout the project. Three key issues have impacted the Haven Bridge project.
1. The specialist contractor delivering works went into administration last summer, halting the project until a replacement could be appointed. This saw the expected completion pushed back to March 2022.
2. Four separate flooding events over winter caused by exceptionally high tides incurred further delays pushing the completion date to May 2022.
3. Well publicised pressures and delays and shortages in national and international supply chains have significantly impacted the construction industry, including the Haven Bridge upgrade. This has meant that the major project will now be
completed during Summer 2022.
This means that we now expect work on the bridge to be completed this summer with necessary testing and commissioning work being carried out during this period. The bridge will then be brought back into normal operation for both road and river traffic. We are very aware of the disruption being caused to mariners with the bridge out of operation for a prolonged period, and apologise to all river users and businesses who have been affected. This comprehensive upgrade will resolve many of the issues caused by the lifting bridge’s ageing equipment, and improve reliability for residents and businesses in and around Great Yarmouth
5. PORT OF GREAT YARMOUTH - Flood Defence Works – Berth 22U - flood defence improvement works will be undertaken at Berth 22U (Grist Mill, Cobholm), situated on the West bank of the river Yare between Haven and Breydon bridges (approximate position 52°36’50N 001°43’20”E). The work, being undertaken on behalf of the Environment Agency, will commence on the 6th June 2022 and continue for approximately four months. At the start of the works (approximately 2 weeks), pontoons will be anchored extending up to 20m into the channel, and floating plant will be working to recover historic obstructions. Personnel will be working at the waterline, and workboats may be manoeuvring. Piling works will then commence, with cranes and other plant working overside, and small modular pontoons for access deployed along the pile line. Vessels should approach the area with caution and at slowest safe speed, and pass the work location giving a wide berth.
6. Lowestoft Inner Harbour – Gull Wing Construction Site Temporary Channel Restriction - following works activity in Lowestoft Inner Harbour Area:- Location – Inner Harbour in Vicinity of Gull Wing Construction Site, Lake Lothing (see the image in the Local List one the above quoted page above). Activity – Temporary Barge Moves/Positioning between 0800hrs and 1800hrs daily, Monday 6th June to Thursday 9th June. At times barges will be positioned on South side of main Navigation Channel between North and South Pier Cofferdams. During these times channel width will be restricted to approx. 16m width, so only suitable for small craft transits. A tug will remain connected to the barge, which can be moved if reasonable notice is provided – a minimum of 40 minutes is requested to restore channel to normal navigable width of 32m. During this time requests for Bascule Bridge lifts, which will require a transit of the Gull Wing construction site, should be made by providing at least 40 minutes notice to Lowestoft Port Control. Mariners are requested to navigate with caution when transiting this area – barge position/status can be provided by Lowestoft Port Control.
