1. SEA REACH - CALOR GAS JETTY WORKS - On or about 29th March 2022 works will commence at Calor Gas Jetty to remove a marine loading arm. The works are expected to take place during daylight hours, Monday-Friday, with completion
date around 4th April. The operation will be conducted using jack-up barge TOPJACK and tug ZEEHOND. The chartlet in the Local List on the above quoted page indicates the approximate footprint of the works. The works will include lifting operations and operatives working on the water line. Requests for vessels to proceed with caution or pass at slow speed will be made by London VTS on VHF ch.68, in accordance with the Port of London Authority’s Port Information Guide, under ‘London VTS’, section 4. Any further details will be broadcast by London VTS on channel 68.
2. Groans - More dredging at 'arwich! Dredging Operations – Aase Madsen - The grab dredger Aase Madsen will continue to carry out trial boulder grab dredging operations in the main channel for approximately 10 days. The vessel will dredge previously identified surface boulders for disposal at sea and will be operating 12 hours (daytime) per day. The dredging contractor is the Van Oord / Boskalis Westminster Joint Venture appointed by Harwich Haven Authority to carry out the Harwich Haven Channel Deepening Project. The areas to be dredged include locations within the main channel referred to as areas B, C, and D, (see on the Local List) and running from the Fort Buoy out to no. 1 and 2 buoys. (See sketch HHA: B - D)
The vessel will position using its own propulsion at the site of the surface boulders and will use its grab crane to pick them up and place them in its hopper. Once the hopper is full, the vessel will proceed to the Inner Gabbard East disposal site where it will unload the boulders. All vessels may be subject to Harwich VTS Traffic Organisation. Given the increased frequency of vessel movements and dredging operations mariners are reminded of the importance of regulated vessel reporting requirements and necessity to maintain a good lookout ahead and astern. Detailed vessel movements can be obtained from Harwich VTS on VHF channel 71.
3. Harwich Haven Channel Deepening Project: Dredging with backhoe dredger Goliath and Barges: REvised - From around 21 March 2022, for a period of about six weeks, the backhoe dredger Goliath will be dredging in the main channel together with the self-powered, split-hopper barges, Pieter Caland and Boussole. The dredger will be supported by the tug, Duke of Normandy. The dredging contractor is the Boskalis Westminster / Van Oord Joint Venture appointed by
Harwich Haven Authority to carry out the Harwich Haven Channel Deepening Project. The dredger will be operating in a number of locations in Dredge Area C, within the main channel from the Inner Ridge Buoy to Nos 7 and 8 Buoys. Within this area, the dredger will be working one section on the north side of the channel, east of the Platters Buoy, one on the south side of the channel between the Pitching Ground and Number 8 Buoy, and one on the south side of the channel
between the Inner Ridge and Deane Buoys. (See attached sketch HHA: C).
4. River Medway – Chatham Dock - Temporary Suspension of Service - following a recent vessel allision that led to significant damage, Chatham docks will be closed to navigation and unable to accept any vessel movements for a period of approximately 8 -12 weeks commencing 24th March 2022 in order to complete required repairs. North Lock As a consequence of a vessel allision, the North Lock will be closed indefinitely to undergo necessary repairs. Further updates on timescales and completion dates will be issued in due course. South Lock: The South Lock inner & outer motors are currently being replaced as part of an ongoing refurbishment programme. The work is expected to be completed in approximately 8 - 12 weeks. Updates on the status of locks will be promulgated via an amendment to this notice.
5. River Medway – Gillingham Reach - No.29 Buoy Out of Position - No.29 buoy in Gillingham Reach has been reported as out of position. The buoy has moved approximately 120 meters to the west of it’s charted location and is currently in the following approximate position ( See chart extract on Local List) . 51° 24.021 N – 000° 33.655 E. A cancellation to this notice will be published as soon as No.29 buoy has been moved back to it’s charted position.
6. Ipswich and Kings Lynn Ports - Leisure vessels arriving from outside the UK - Masters of leisure vessels arriving from outside the UK are reminded of the following requirements following requirements:
- Leisure vessels are to display an International Code of Signals ‘Q’-flag, when entering the 12 nautical mile limit.
- You must seek immigration clearance before disembarking the vessel, by calling the local Border Force office. For Ipswich and Lowestoft that is +44(0)300 072 4322. You do not have to call if you have existing rights to enter or remain (incl Settled Status), or when only breifly exiting the 12 nautical mile limt.
- When arriving direct from outside the UK you must phone the National Yachtline on +44(0)300 123 2012. You will need to inform the Yachtline if any of the following apply: • UK VAT has not been paid on the vessel • you have on board goods which are to be treated as surplus stores as per Notice 69A. • you have any prohibited or restricted goods • there is any notifiable illness on board • there are any people on board who need immigration clearance • any repairs or modifications, other than running repairs, have been carried out since the vessel last left the UK • you have any goods for personal use on which you need to declare and pay UK tax or duty and cannot do so via the online service. - Waste contaminated with food and Food Waste, eg food and wrapping materials that have been abroad, are now classed as International Catering Waste should be disposed off in an appropriate manner.
7. The Wash - Race Bank Export Cables - Amendments to buoyage: Withdrawal of“Z6” Isolated Danger Light Buoy - As Competent Harbour Authority the KLCB is responsible for managing the safe operation of navigation and other marine activities in the Harbour and its Approaches. Due to sections of the Race Bank export cable being shallower than the agreed and required depth of burial, it is deemed that any section of cable that has not achieved a burial depth of 1 metre or less to be “Foul Ground” and warn all marine users to navigate in this area with extreme caution. *Foul Ground is defined as “as an area of foul ground, not dangerous to surface navigation, but to be avoided by vessels anchoring, trawling etc”.
The chart symbol for foul ground is a pecked line surrounding a # symbol. Marine Charts also carry the Submarine Cables and Pipelines Note which states: “Mariners are advised not to anchor or trawl in the vicinity of submarine cables and pipelines”. The KLCB have conducted a review of the Navigational Risk Assessments associated with the areas of shallow buried Race Bank Export cables that run through our area of jurisdiction, and this review indicates that the small area of shallow buried cables at approximately Kp 17.4 and marked by the isolated Danger light buoy “Z6” in position 52°57’.520 N 000° 19’.165 E has been sufficiently promulgated to marine interests and can be adequately indicated by the existing charted designation of foul ground. Mariners are hereby advised that on Wednesday 23rd March 2022, Z6 light buoy will be permanently withdrawn form station.
