Sometimes it's capped off , your lucky as the tube is for a helm indcator cable.

Yes, the second tube is capped off. A helm indicator would be useful, the steering is so very vague. I had cable steering on the DPS drives, vague as well. I expected the hydraulic steering on the DPH to be precise, with no slop, like it was on the outboard powered RIB with hydraulic steering I had years ago. Wrong !!!!!!!!
