I bought a new Yamaha 25 high thrust outboard in Feb 19 but due to health problems did not fit the engine last year so it is still on a pallet in my garage. Due to the current travel restrictions I will not be able to fit this for perhaps another 6 months, so 18 months stood in total. I turn it over gently with the pull start from tome to time. Is it necessary for me to squirt a little oil into the plug holes? The oil was drained for delivery.
 
The factory would have left everything lubed. What you are doing helps, but I would not be alarmed. Engines frequently sit in warehouses for years.

What I would consider is bagging it tight and placing a large adsorbent container in with the engine, to keep it dry. Five pounds of kitty litter, dried in a 300F oven, would do fine.
