Couple of points, consider neutral as another gear.
The action of the rudder is only when the prop is thrusting against it thus the rudder will have virtually no effect in astern but the stern can still be steered......when going astern with some way, in neutral, turn rudder in the direction that you preempt the direction you are likely to want to go. A slight kick ahead (not enough to significantly reduce the astern way) the push on the rudder will kick the stern whichever way the rudder is turned. One way will be more effecting than the other as it will be against or complimented by prop walk.
