Moving Steering Wheel Closer To Sitting Position

Google "steering wheel hub extension" and you'll find lots of options. Just makes sure you get one with the right hole pattern for your wheel. If you want to replace the existing hub with a longer one, then of course you also have to check the shaft dia and taper are also correct.

Seems the OPs problem is that his stature is er... not what the boatbuilder designed for.....

I am reminded of the complaint written in rhyme on a toilet wall

Different pumps have different designs/measures. If you consider pumps with tilt feature you normally get the wheel closer to you.
