So I can find a lump of ply, any one know of any easy to find clamps that might do the job... or have any other suggestions?

If you make it so the thickness of the mount is the same as that of the transom you will spend a lot less time adjusting the outboard's mounting screws when you take the motor on and off.
I just hang mine on the rail and lash and lock it in place.
This is how mine came with the boat and works well. Also as Xlantic suggests it has a piece of ply screwed at the top to compensate for clamps.Get two pieces of 1 inch ply, clamp them together, drill a 25mm hole through them, drill 4 holes in each corner, bolt to rail, clamp on outboard. cheap simple it works. Presuming of course that your rail is 25mm. keep it simple, keep it cheap. If you can get hold of polythene or nylon instead of ply it would be maintenance free.
