I needed to make a replacement tiller a few years ago, and went to Robbins Timber in Bristol. They are specialist timber merchants, and one of their specialities is boatbuilding materials. They could not have been more helpful. I had no idea what sort of wood I needed, but the chap told me that ash or oak was usually used for tillers, and took the dimensions of my old tiller, went off a came back with an odd offcut of oak that was just the right sort of size. It was a particular type of oak (I forget the name), with a pinkish hue, and he assured me it was very suitable for carving a tiller from, as indeed it turned out to be.

Robbins Timber has a website and will send by post/carrier wood to you. You could worse than giving them a ring.
