Anyone have any idea where i'd source one of these? Trying to help a friend out. It's for a 14ton boat in sheltered waters.

Not having any joy online :( It doesn't have to be exactly like this, the main thing is that it's a mooring bouy with a long arm (with a loop on top as the rope will be left hanging on this to pick up) - It would need to be at least 4ft high out of the water to be of use.

When I had a big boat with forward freeboard of about 2 metres plus bulwark, I got a plastic navigation buoy about 1.2m diameter x about 0.8m height, and mounted a pole on it, with a fork hook at the top. Worked brilliantly. When leaving the mooring, edge up to the buoy and hang the pickup on it. When returning, no boathook required, just pick the line up off the hook. I still have my buoy, lying at the side of the house, and it's available, but I think a bit overkill for you.
Try Gaelforce or similar. Lots of fishing boats use inflatable dahns for their gear. You just fit a suitably weighted tube into the buoy.

Got sorted, thanks! Ended up going with what I pasted in the link above... the boat is steel and just been painted, so actually any higher than approx. 1m out of the water may rub against the bow.
