Yes but Minehead, if a Port must apply it whether or not there and boats there.

They tried to charge me a different and much higher rate than on their website - I refused and 6 years later they have not got back to me. Mostly it seems like the usual council ploy of trying to get relatively poor allotment holders and berth holders to cover their massive budget deficit.

Logically they should raise council tax to the required level, as all citizen will benefit from a nice seafront and harbour. However that part of Minehead is a dump and the harbour a nasty muddy pit with inattentive harbour master and poor arrangements. The rest of Minehead is merely odd but a nice trainride from Watchet
 
I sailed there many many years ago. I can't remember the details, unfortunately, but I know after a conversation with the harbour master we left and anchored off the big white spot. Whether it was the price asked or the attitude of the official I'm not sure. What I can say is that all four of us, on the two boats, would have had a good dinner and plenty to drink, if we had stayed.
