You should be able to download that info plus lots more in the owners maunual which are normally available to download if you know engine year and horse power. I have a 1997 15 hp which uses 50:1 which I understand is pretty standard.

The Serial number will I think make it a Belgium made 1989 model if its a small one . Maybe 1988 if it's 20 hp or more
You should be able to locate an owners manual in the "Download Center " at http://www.brunswickmarineemea.com/download/main?type=corp.
50:1 will be safe and sensible fuel mix. Even if it turns out that the manual says 100:1 I would run it on 50:1.

Dont use it without checking the cooling and preferably replacing the pump impeller unless you know its fairly new.

My '99 6HP is 100:1 according to the label on it, but I'd agree - running at 50:1 sounds a fair bet.

Why do people keep asking this question?
If you run it on 50:1 and it smokes a lot try 60:1, then 70:1 until it stops smoking.
There aren't just two ratios.
