If I ran a marina I'd demand a 'might get lumbered with disposal cost' deposit from new customers with ratty boats. But then that would be a very tricky conversation with owner....
Having been in the same marina for a good while, I see nice (if usually older) boats come in, and then gradually slide into neglect. Hundreds of rivers and creeks in the UK are filled with abandoned boats, where in some cases someone is still paying the mooring fees. Even the River Hamble, where mooring is expensive, is lined with them. It’s a tricky problem to solve.

It looks just about possible, if I take my glasses off, that the Tomahawk 25 could be a feasible project for someone project-minded. The others look grim. Calling Polly "A perfect project boat for those looking for a way into boating and getting out on the water" isn't spin, it's almost the right words in the wrong order - "A project boat for those looking for a perfect way of getting out of boating and the water."
Surely “into deep water” looking at her?

Anyone who has had the pleasure (?) of dealing with decent and honest house clearance guys knows that they have a sliding scale of pricing from 'It's all junk so you pay us a lot' at one extreme through to 'Some nice stuff there, Mate, so well pay you a lot' at the other, and all points in between.

So with these old boats. If they can get someone to take one away for not very much because he can, or thinks he can, do something with it it will save paying a lot to dispose of it. I really don't imagine they think they'll get much. More likely for some of them they'll they'll take the lowest negative bid - as in 'I know Jim'll take it off your hands if you pay him £X, but I'll do it for half that'. Anything better than disposal cost and they're quids in.

Where are these sales advertised, I never hear of them. Always on the look out for very cheap projects.
When the boats are worthless there is little incentive to spend money on widespread advertising so they tend to rely on free publicity where they can get it. On the other hand if there are better boats that might be worth something then common (as in the recent Ramsgate sale) to engage a professional auctioneer.

As you can see with this one they are all in different locations so likely to appeal only to a local market. If you are looking for such boats there is no substitute for physically scouring boatyards - although ebay is usually pretty full of similar boats.
