Has anyone knowlege of the MCA ever catching and taking a skipper to court for not having the appropraite qualifications ?? for charter work

I only ask because i have on more than one occasion encounterd skippers without coding nor qualifications and yet no action from MCA, only a verbal warning, could you point me to the case of MCA v-------- on the web please
