MBM's Spot the Pot campaign

Many years ago off Marizion harbour on the Mount, icaught an unmarked pot rope up in the outboard of a small 12ft dory. Due to a strong tide i was unable to lift the outboard to access the propellor. It was also a bit like 'the Italian Job' as every time i moved to the back the stern went under sinking the boat. I was finally rescued by a fisherman.
 
I didn't find if it was mentioned earlier, but whenever a pot is lost on the sea bed, it's buoy removed by the weather or a boat prob, the pot itself must sit on the seabed and continue to catch lobsters until it rusts away. Destroying the sea life for no gain. I've just been googling, but there doesn't seem to be much info on it, I did find this though, to try and help. Doesn't help avoiding a rope round the prop though!

Surely legislation to ensure that this sort of device had to be used, and buoys of a certain description, (licencing scheme) would actually benefit everyone including the fishermen.
