I need to put out a marker buoy for a few weeks,about the size of a mooring pick-up buoy. Depth ~ 16m at high water. Bottom, shell and mud.

What sort of weight should I be thinking of using?
 
If you have an expendable old anchor of cruiser size it should do the job, so long as no-one tries to pick it up as a mooring! Most important to clearly mark the buoy "no mooring" and use a riser capable of recovering the anchor. Actually anything up from 10kg should do it... maybe not in winter storms though. Temporary racing marks are often used with only a dinghy anchor.

Cheap bucket full of concrete with a bit of chain in it to attach the riser to. Used to use them for shot lines on to wreck sites for scuba diving: last man up would put a lift bag on the bucket to help recovery. With a small buoy, that'd keep it in place in most circumstances. We used to find that fishermen would often either lift the buoys or cut the lines if we left them in place, not sure why!
