Funchal, for me, is a lovely place to visit. This time last year, I sailed there and managed to get in the town marina, mostly by good fortune.
There are very limited visitor berths in small, tight harbour. Its possible to anchor just outside and wait, but not ideal. Can be bumpy plus limited by cruise ship maneuvering several times a day and usual fishing boat plus commercial tourist boat traffic.
In addition, the shoreside is undergoing big development with all the old bars and shops pulled down. The works are expected to take two years.
The western basin has had a long pontoon installed but this has been immediately taken up by commercial tour operators.
It's a bit of a shame that Funchal haven't planned for visiting yachts, but well its their place! Should you visit and get in its worth it.
