Just finished deciphering the budget as far as LPG is concerned and it appears the increases will be modest. The differential in duty between petrol and LPG will be the following in terms of pence per litre:

2004-2005 40.7ppl

2005-2006 39.7ppl

2006-2007 38.7ppl

An effective annual increase of 1ppl per year for the next 3 years, which will still maintain it at around half the price of petrol.

Am I correct in assuming that the figures for road use also apply to LPG for boat use?

I was told that LPG for road use attracts more tax than LPG for boats. This is why lpg was 32ppl on the water and around 38ppl roadside.
