Its true: Boat safety scheme 7.2.11 states "Vessels manufactured prior to 3 January 2000 and having a cylinder locker drain as near as practicable to the bottom of the cylinder locker are not required to comply with that part of Standard 7.2(ii) which requires the drain to be provided from the lowest point of the cylinder locker."
The BS spec does not allow the drain from anywhere except the bottom of the locker.
If I put the drain at the bottom of the locker, it fills up with sea water from the standing wave. My drain is about 4" up and I filled the void, below the drain, round the bottles so there is nowhere for the gas to go but out, but this is still not to the BS spec!
The calor marine site states "If your boat is used by you, for your own private and personal pleasure then your gas installation should be in line with BS5482:3 for vessels with older gas systems or ISO 10239 for new installations. There is no legal requirement for you to use a properly trained & qualified and CORGI person, however your gas installation it must done in accordance with these codes. A CORGI registered person should be used to gain a gas safety certificate to show your insurance company that your gas installation meets these requirements. As a note of interest, on your insurance proposal form you will be asked about your gas installation. If your installation does not meet these standards then at best sections of your policy may be suspended, at worst you will be uninsured."
